What is the Digital Maturity Index (DMI)?
The DMI is a tool developed by Colab to identify the digital health capabilities, needs, and opportunities of the organizations that make up the IPPF federation, with a focus on sexual and reproductive health.
More than a score, the DMI is a tool that helps organizations advance their digital transformation. This assessment enables each organization to understand how it currently uses technology, digital channels, data, and hybrid models of care in sexual and reproductive health.
The results help identify opportunities for improvement, define priorities, and strengthen digital interventions that are more accessible, inclusive, secure, and people-centered.
The model is organized into three strategic spheres and nine maturity dimensions.

Sphere 1
People and Community Empowerment
Examines how the organization uses digital channels and tools to strengthen community participation, access to reliable information, and responses to misinformation related to sexual and reproductive health (SRH).
This includes activities such as digital content, social media, virtual communities, educational campaigns, and participation spaces that promote autonomy, collective action, and informed decision-making.
Sphere 2
Digital Sexual and Reproductive Health Service Delivery
Assesses how the organization integrates digital tools into the delivery of sexual and reproductive health (SRH) services through virtual, in-person, or hybrid channels. It considers aspects such as telehealth guidance, telemedicine, digital appointment scheduling, user follow-up, staff training, and continuity of care.
Sphere 3
Organizational Sustainability for Digital Transformation
Examines the internal capabilities that enable your organization to sustain and scale its digital transformation. Key aspects include:
- Using available information to make better decisions.
- Organizing processes with the support of digital tools.
- Optimizing care delivery time and resources.
- Clearly defining roles and responsibilities for digital management.
- Strengthening institutional leadership.
- Building the capacity to sustain these interventions over time.

Based on this information, you can understand the organization’s level of progress across each dimension, sphere, and the overall result. These results should not be understood as a final score, but rather as a guide to identifying capabilities, gaps, and opportunities for improvement.
Each result is expressed across five levels: Initial, Emerging, Structured, Advanced, and Optimized. There is no “correct” level. Interpretation should take into account the institutional context, available resources, internal capabilities, legal framework, and strategic priorities of each Member Association or Collaborating Partner.
A lower level indicates opportunities to strengthen foundational elements and capabilities, while a higher level reflects significant progress and the potential to consolidate, evaluate, and sustainably scale digital practices.
